A Data Governance Registration Authority (RA) is a key component of a data governance framework, responsible for managing and overseeing the registration and approval of data-related assets within an organisation.

The following list gives a description of the context of the 11179-6 status levels for Data Governance.
State Definition Visibility Locked
Not Progressed The item will no longer be considered by the registrar, a data committee, or a registration authority. Workgroup Unlocked
Incomplete A user with permissions has submitted this item for consideration by the registrar. Workgroup Unlocked
Candidate The item has been reviewed by a data committee and has been accepted onto their work program. Workgroup Locked
Recorded The registrar has determined that the item meets basic quality criteria and is ready for consideration by the relevant data committee. Public Locked
Qualified A data committee has recommended the item to a registration authority for approval as a Standard. Public Locked
Standard The item has been endorsed by a registration authority as a data standard and is ready for further publication. Public Locked
Preferred Standard Where more than one similar data standard is available, the registration authority recommends this as the preferred standard. Public Locked
Superseded A registration authority has superseded this item with another standard. Public Locked
Retired The item has been nominated by a registration authority as retired. Public Locked
Visibility legend

The below table gives more information on who can view registrations statuses, and registered items when registered based on the above settings.

Visibility settings Users who can view registration statuses and items
Less visible, fewer users Registration Authority Only Only registrars and managers in this Registration Authority can see metadata registered with this visibility level. This is a more restrictive level of visibility that overrides the default visibility behavior.
Workgroup Members of Workgroups that metadata items belong to can see registration status information at this level.
Steward Organisation Members of the Stewardship Organisation (Test Organisation) that this Registration Authority belongs to is in can view registration information, and can see metadata registered with these statuses.
Authenticated users All authenticated users in the Registry can see items registered with this visibility level.
More visible, more users Public Anyone who can view the registry can see items registered with a status with this visibility level. Users do not log in to see this information.
